What is the best cache to use? Trying to create WebP Images

Hi Guys – After making some change to the site this year we have noticed that the site is running quiet slow and the google test showed that webp images are recommended. Could you recommend a workflow for

1. The Cache of the site – our hosting has stack cache. Is it ok to use this and the sites cache or should one be turned off?
2. The image shows our optimisation selection in theme settings. Would you recommend we turn any of these on?
3. What would you recommend to use to make WebP images of the media files?

   Any advice would be greatly appreciated.
